It depends on the type of citation you received. 

All Criminal Citations and some infraction citations have mandatory court appearance. 

An infraction issued for speeding in excess of 30 mph over the posted speed limit, passing a stopped school bus on the exiting side, a crash resulting in serious bodily injury or fatality will require mandatory court appearance.

Any citation requiring mandatory court appearance may not be paid prior to the court date.
